Im pretty sure the lvl 1s we had running around uppland were spies. But cause mid owns the server atm no one on here gives a crap.

How do you know it wasn't a hib?
How do you know it wasn't some random lvl 1 character in a guild contest to run as a naked lvl 1 to the relic keep?
As I recall some guilds held a few contests like that, get a lvl 1 and run him naked to mmg in emain or something.

First of all it's AN Alb, not Albs. If it even was one. Could been someones alt looking out for the keep, could been a Hib, could been a contest. Whatever. Who cares.
Geographical information can be conveyed by stealthers etc and is fully part of the game, yes a lvl1 mid spy can do things an alb stealther cannot and has less boundaries but realistically there is no major gain from one over any old Infil.
A real spy conveys actual plan information, strategy information, when who are doing what. Worth much more and not meant to be possible to overhear.

One way to find out that. I msg the char in question, he said he was Korgano. So to double check msg Korgano and ask if it is his scoutbot.
