that brings up a intresting question tho.. what if lets say alliance on server xxx have 300 rank 14 players. and 20 more (technically) gets justified to get that rank. will they acually GET it or will blizzard say, "no alliance have 300 rank 14 players already. lets not promote theese 20 wich would have gotten it otherwise" is it BLIZZARD that decides whos gonna get promoted or what?

Cant happen, as each rank contains a percentage of the total players with honorpoints, starting from those with most honor and moving downwards. Rank 14 is only for the top 0.1% of the server. Honorpoints is however not equal to weekly contribution, but is also based on lifetime contribution so the ranks are not totally reorganized each week. Say that you fight your way up to rank 14 and then do not play for a weeks, you might still have rank 14 when you play again if your lifetime contribution was much better than those that scored the top contribution points that week (although at the highest ranks not playing for a few weeks will ofc have a much larger effect than at the middle/lower ranks, since those competing for them will all likely have very high lifetime contribution as well).
