Like Scooba said, the USB card is the final solution after following the information below. However as you said it didn't work it leaves you with few options.

The KT133 is a shit chipset, btw this is what the 663AS uses, and in typical VIA style got replaced with a rather better working KT133A.
Just to prove there stupidity they did it again with the KT266 which had various USB problems, again these had all disappeared when the KT266A was released.
Thankfully after the KT266A things have been better with both the KT333/400 having no real problems, yet.

All KT133 Motherboards
USB works sporadically, hang or lock the system
Timing Issues with VIA Chipset based motherboards can sometimes be fixed by setting the chip performance speed in the BIOS to Normal instead of Strong, Turbo, Optimal or Fast. The setting title and location varies by manufacturer and board type.
Make sure that your Power Supply is AMD certified
Check to see if USB is sharing its IRQ with another device
USB does NOT like to share its IRQ. If USB is sharing its IRQ with another device you will need to isolate USB so that it has its own IRQ

Please Note: Windows will NOT report USB IRQ sharing violations even if one exists. To determine if USB is sharing its IRQ use, System Information / Conflicts and Sharing
Update to the latest BIOS version for your motherboard

K7 CLK_CTL => Default

Plug&Play OS Installed => No
Reset Configuration Data => Enabled
