Correct, which is why the issue has to be forced. It won't ever resolve itself.
The problem with forcing it is that a sizeable chunk of people who are genuinly trying to find work will also be penalised.
Though i have to say again, if you are struggling to find a job in a field after say 2 years you might want to consider something else as there is clearly a a problem with either you as an applicant or the industry itself.
One of my best mates, from school days, was working for years as an IT something or other, then the outsourcing to India of jobs like his started and he was out of work for over a year. He didnt sit on his arse for 5 years waiting for a job that was no longer there or so scarce that he would never get a look in.
He did the only thing he could, got himself trained up in another related field and funnily enough he has been working ever since.
There is nothing wrong with change and i have always maintained its better to be on a poorly paid job for a stretch then to sit on the dole waiting for pennies from heaven to arrive. One job and the right mindset will lead to another better job, it is called progression.
