to be honest is aimed at the plebb on the streat, so dont expect a bucket full of stats/eqations, buts is still a godd (and sensible this time) argument for high fps in games
the funny bit is that there is an amendment at the end, that the ideal fps has been upped to somewhere between 85fps and 120 fps.
