How do you actually craft these ?

do you make a normal piece of armor then a SC'er applies this item ? or does the tailor/acer need to use these when making the armor and in this case do you need loads to get a 99/mp ?

the tailor/ACer needs to use the new recipes they have, and will need 1/2/3 patterns+1 Ra gem per attempt at an MP. can get pricey, consider sometimes you get silly number of retries to make an MP.

i just read the 'MP cheat sheet' thingy... very confusing, but what the dude seems to be saying is "the more attempts you do, the higher the chance you have on creating a MP, though its entirely random "... but seriously, you don't need pages worth of charts, tables and equations to work that out
