2K3 Instagib GAME Server question

I am looking for a server command which toggles the Spawn Protection on an UT2K3 Instagib server.

This is a GAME.NET server, the information I have is

SpawnProtectionTime Off,

However I cant seem to find this option in the custom configs screens. Can this be set somewhere? If so what is the correct syntax?
