Its still a +1 and if anybody knows more I would like to here about it considering the amout of fuckups that were in the US version. Atm I can't find any detailed info on the patch that will be used on the euro servers. But I'm glad you wonder too that was very helpfull.

Its only supposed to be in high-lvl PvE, mainly the to-hit bonus you should get when grouped. Though apparently Mythic's 'fix' wasn't too good. Then again these are the same people that are doing nothing but whine about how their zerka can't 1 shot armsmen anymore

yes of course we are never ever going to beable to level again, or even hit a mob.
and who sez ppl are going to want to level too much, battlegrounds are a lot more fun than most rvr these days (as long as albs dont have ck) can test out all sorts of crazy specs too. Only the cookie cutter former cs twats who MUST HAVE 20K RPS A DAY and never go anywhere near rvr untill everyone is yellow con wont appreciate it.
