The answer is not necessarily 'no - they don't', as it could equally be 'no - I don't know'. Typing 'no' to a question is pretty pointless if you do not provide a context.
Perhaps you should read posts properly before jumping down people's throats...

why would you get respec?
Minstrels and Sorcs don't get respecs so why the fuck would some gimpskald who has fuck all changes made get one?

No point whatsoever giving skalds a respec. The newly updated rest song isnt gonna make much of an impact imo.
