The solo scene on the majority of the US servers is almost certainly more competitive than the EU servers were. The 8v8 and zerg scene are different stories but 99.9% of assasins will have very good templates.

Dont forget you can get extra cap increase and skills slots from the new crafting recipies, so you could probably twink it abit.

Pretty sure it the following :-

Legs have 5 str cap
Arms have 40 hits
Boots have 3 All DW
Head has Quick or Con

US being roglord heaven is probably the biggest Myth out there tbh. When I played US servers the groups we fought were fully decked out and pretty much at par with the average groups in Europe. They just seem to have less of the really good groups but that in fact only helps as it means you feel you can win or lose every fight.
