Simple Game Theory explains why that wouldn't work. If everyone concentrates on doing constructive rather than destructive things then everyone is better off. But if just one person lies and doesn't live up to their agreement then they can extort everyone else and be better off personally even if the whole system is worse off.

Until we are all part of a hive-mind then that's unavoidable. It's just maths.

We've sort of got a form of it now - the international monetary system. It's way more powerful than national governments. Technocratic rule.

Unfortunately, it's lack of democratic accountability means that we can't currently make the wholesale reforms that are required because if we do it on a national level it hurts us - because we won't conform to it.

You are working on the assumption that Putin and his gang are making rational, logical choices here. Or that they would actually negotiate in good faith which we have seen they do not. (Not that much of the west does either)
