Scenario from saturday night live:
Yes Mr. President. One day you just held a press conference and said "Cuba is now a part of the USA. Anybody got a problem with that?"
If they attack, the other countries wouldn't dare to attack for the risk of WW3. US still has the UK and Japan behind their cause. Well, japan isn't behind this but the big J and the US are buddy buddy.
So let me rephrase your statement only by this:
US attacks
China + Russia + France + Germany = Hey! Umm...that was bad...don't do that again m'kay?

Unfortunately, as Toto is pointing out, USA really does have hegomony on planet earth.
They really can do what they want, when they want, if only in the short term.
There are only two other outcomes to conflict with the states other than US Victory.
1) It "defeats" itself. The population and therefore the voters hamstring the government or even come to agree with the opposition thus ending the conflict in favour of the other side (Vietnam).
2) Neither side backsdown, conflict escalates but the USA can't win. WWIII, Mutual Assured Destruction. The End.
This is pretty much the reality for at least a few decades, until the balance of power changes. Until other latent super powers come to be (India, China, Russia, United Europe, United Arab/Islamic States are all considered possible short to long term threats by the Pentagon) the States knows that it only has to keep its own citizens onside and not to escalate conflict to involve one or more of the above listed.
