If you're going to design your site for the largest audience just make sure that it worls with Internet Explorer 4.X and upwards and you'll have covered the majority of the net surfing population!
CSS is great, but it's inconsistent support between browsers makes it a complete pain in the arse when it comes to layouts. Why spend time hacking around with CSS layouts, hacking around at code to make sure that things look the same no matter what browser people are using when you can do the same thing with tables in half the time?
Still no matter for my hatred of CSS when it comes to layouts, I still plug away at it and see what I can come up with, and I'm generally pleased with the results
