You know that voice?

You know the voice that says "the enemy has your flag" and stuff?
Well, last night i was in a server and the admin was there and he was throwing commands to the console and the voice would say whatever he wanted it to say.
How do you do that?

maybe ' speak xxxxx ' ( where xxxxx is e.g. ass )

I thought it was a sythesised voice and not just recorded.

Unfortunately it is recorded If that doesnt work it could be '/rcon speak xxxxx'
