like u gonna run with + buff % items in ur main template... But i gues it doesnt affect em anyway casue it isnt stats related only

* attack spd
* dps
* evade
* resist
* summit i forgot ;p

Those things arnt affected by +buff% on bb's + healers aswell.

%duration affected your stun times before...dunno now.

+ duration affects the time self buffs stay up for (or used to), but 25% of 15 seconds is not worth it.
