I use one of them (but an older version) lets me watch TV on a pc monitor while the pc is switched off, it also has a composite imput, so can connect the PS2/xbox to it
Sparda, you need one that supports HDTV output bud and not just a normal VGA box. The good ones allow 720p/1080i output which is converted to a very high PC resolution and is much much better than using some poxy tv tuner that will distort the signal. I recommend this one, ordered it for a mate a few months ago and it kicks arse.
As a sidenote, all the other ones that people have listed appear to just be line doublers which does not give a good picture at all, for top quality you need a VGA box that transcodes the image. Those other boxes may have tv tuners but when it comes to the main feature you want they will not be up to the job. The one I have listed is a top quality transcoder and will also work with all the next-gen consoles as well so it is a very good investment.
PS2/Xbox/GC and anything else that uses component output. You have to order from the manufacturer in Hong Kong and it takes around a week for delivery, the company has been running for a couple of years now and the product has had some great reviews. Just type in 'VD-Z3 review' in google if you want to read more before you buy. The guy who did the teamxbox review used an unmodded Xbox bud, can you put some links up to the sites saying that it doesn't please? Would be interested to see what they are saying.
Sounds suspect to me bud, your best bet is to email the manufacturer and make sure that it is PAL compatible, I see no reason why it should need to be modded at all as the mod does not affect the video output. Best to double check anyway, my mates Xbox is modded so I can't confirm that it only works on modded PAL but I am very dubious about that guys claims.
After a bit of reading it seems like the HDTV support is only for NSTC and modded PAL consoles Microsoft in their infinate wisdom decided to disable HDTV support for the PAL console and you can only re-enable it by using a modchip To be honest Sparda you will be so disappointed with the output from a normal VGA box that I would either get your Xbox modded or not bother. The video quality of the VGA boxes that use line doubling is very poor, infact it looks slightly worse than a normal TV but I guess if you really need one then you should just go for the cheapest you can find as they are all very similiar.
