Present drops don't get upgraded in next patch, and also I don't think that one would do anyway as it doesn't drop of an epic mob.

Staff also isn't -that- uberrare. I've got one stashed away somewhere.

matter version is a bit rare. i salvaged 2 or 3 of the spirit version tho :p
