-on camlann you have a thing called celerity o you really want 4.0 speed off hander
-dex is worthless on merc so util sawks
-no decent proc makes this even worse
-99% makes baby jezus cry

off course not, might be that your speed goes below below hard cap and you waist dps because of celerity
