That is in 1.74 not 1.73, unless we go straight to 1.74 upon release.

Well put it this way - siam-he devotees/plebians and mobs like that can drop Shades of mist scrolls/mad tales/battler/malice - every scroll that drops in Typhons Reach.

It is the same in all other zones.
