cannot find any arbiters 1/3 on CM and the ring is 12p but a bit high for me, can pay around 8 or 9p for it.

There are some Demon Blood Rings on the CMs, cheapest = 12p (oops edit - you saw that already)

Prices in USA apparently are 40p as they get harder to farm after next patch.
