not really, can farm council in tg with 2 shield warrs, a sava, bb and cpl of healers

i found he drops braided much more than bloodstained belt too ;o

I think you'd be easier off looking for TOA (ROG) drops with heal procs and fitting them into your template than getting 4 reactive mending tincs.
