I have Jade Moonshone cloak.. and I really like it.. mostly because it's hooded and of course the resists 
...

If u are neutral to svartalf the cloak is pretty ez to get. This is just where I think it dropped, not sure though. From malmo entrance
-> take left at first cross, then when u see the svartalfs u follow the right zoneborder until u reach a camp in a valley. The named one who drops it should be there somewhere. Cons yellow to L50 I reckon.

Most of the named ones in malmo drop that cloak now and then, been out there camping those svarts with a guild runie farming staffs
The names on the svarts are, Desukva, Kariig, Alfrigg, Arild and I think there are two more.. Desukva is ususally found that the bottom camp close to the drakulvs, Arild is found in the main camp in the svartalf village and Alfrigg at the entrance to the svartalf territory in malmo.. Kariig is usually around wandering the area.. They also drop some good armor for SBs in the early 40s and the Svartalf Poison Recipies is a great way to twink your characters that are 41/42 (SPR = XP loot that some guy in hugin accepts..) was hunting them and got about 10 recipies in about 30 minutes..
