Yes, what they said was: "In 1.74 we have adjusted the artifacts that previously had less than a 50% chance to drop."
So if this is correct Eirene's should be a 1/2 chance now at least also. I doubt it is higher.
5 times without drop is a 1/32 chance. Unlucky.
no drop for 8th drops (if you did that after patch 1.74): 1/256 chance... quite unlucky.
