God knows where I got that one I had (which is now sold for just under the asking price). Its one I had in my vault that dropped somewhere. At the time I didnt know anything about it.
I thought I had perhaps got it from the ML2 dungeon, as i did a few raids in there were there were no lotto's. I have however read they drop from ML5 dungeon (where you were farming) but I guess you had no luck still.
Good luck on your hunt for one, not seen many for sale.

i know where they drop .. i've been farming there for over a week 24/7 still haven't gotten one.
this has happened twice: i pull mobs for hours, i rest.. someone else gets here.. pulls 2-3 mobs and bences 1/3 drops. fun huh?
