I got one of these on my arms and it has never procced. Might be bugged/fixed in some patch, i dunno.

galla chest + shield + legs

Seriously though, I know arms stuff procs less than legs/chest but I would notice an 11dps dmg add icon appearing, and I havent ever seen it or an effect that might be it.

Can someone tell me that they have one fitted and it does work?
