So what of its rarity? What does the proc do? Says defensive and a low ass dps dot >_<

Since there are no other ways to max your spell dmg bonus without gov/nailah, i see no other choices for torso slot for a casters except those two artifacts. So, this tunic must be cheaper than those two artifacts imho.

Pretty sure that's a pre-nerf vest and doesn't drop anymore.
