Wizard Spells

I started my wizard a while ago (before the patch) and when i reached level 5 I had to add points to ice, fire or earth in order to unlock the special lines e.g. calefaction, pyromancy...

I started another wizard yesterday and when i reached lvl 5 all of the special spell lines were unlocked instantly, without adding points. Any idea why? Will this be sorted? Because I sorted firgure that im missing out on 20 odd spells
