Intel's marketing department runs the show completely. They won't get round to granting VIA a P4 bus license cos they are the only ones with the OEM and mobo contacts to rival Intel. They will let SiS and the likes so that they don't appear to be a monopoly but SiS can't compete with them really. They'd rather just delay on the VIA license until it goes to court to keep mobo makers and OEMs scared for months.

They intentionaly make the latencies on the 845 the same as the 850 when it could be lower so that it can never outperform the 850 which their marketing dept wants to push as the performance solution.

They keep dithering about a P4 bus license for nVidia cos they are concerned it will outperform the 850.

Intel don't have to grant a license to anybody. They have every right to protect their tech and I.P and use it exclusively themselves.

A nasty fact of life really, but a fact nonetheless. You can hardly blame a company for protecting their assets.
