Why can't I use other accounts to "add" items in the Consignment Merchant

I, like many people bought a house and share it with other players...

So I bought a lot...popped a dinky cottage on it, decorated it etc....placed a consignment merchant at it..and Bingo....

Then I added 2 other friends' entire accounts to the friends list and upgraded them to the highest level so that they could alter anything, add anything, empty the house vault and so on...all that works fine.

But why oh why cant they add and remove from the consignment merchant..?!? Is it something I've done wrong, a bug, or just a daft rule that only the "account" that paid for the lot can add and remove from the merchant and no matter how high you rank other players...they can never add/remove from the consignment merchant....

Help pls..?
