Simple answer is No.

The game isn't set in any sort of "place". It has 5 empires each ruled by a dragon, And players battle for control of cities within these empires.

That prob made you more confused :p

the game is set in a world called Fortitude, within which there are as it has been said 5 empires. basically these empires each have themes

for more info and pics check out http://de.talrias.net/articles/dragonsandempires.php, or for a lot of writing look down

I'll start with the "Monkey Empire". Its real name is the Yellowback Empire, and the dragon Crag rules it. Crag has a monkey-shaped body; his large wings and size are his last leftovers, which can tell you that he is a dragon. The Yellowback Empire is pretty primitive but practical, just like Crag, and its buildings are made of canvas and wood. When you travel trough the Yellowback Empire, you'll have the "pleasure" to explore hot jungles.

Next there is the "Bird Empire", also called the Redwing Empire. Quill, the bird shaped dragon reigns and protects this country. Quill's body is more like what you would expect from a dragon, but he has replaced his scales by feathers. His elegant wings have a very large wide span and they also exist of feathers. Quill is an intelligent but quickly tempered dragon. Cities in the Redwing Empire are built on high platforms. Just as with the Yellowback Empire, the Redwing Empire makes its weapons with a lot of wood and animal "parts" like beaks, feathers, claws, etc. to reflect their animal influences. The Redwing Empire mainly consists of a temperate climate with many trees (i.e. forests).

The third empire revealed to us was the "Insect Empire". It is now known as the Blackfly Empire and is protected by the dragon that goes under the name of Husk Blackfly. Not much is known about this large; mosquito like dragon, except for that he is very spiritual. The Blackfly Empire has a certain affinity with hexagonal figures, and no matter how much they try; their weapon and armour designs always have a somewhat frightening but impressive look. Still, they are more advanced then the Yellowback and the Redwing empires, because they use a lot of metal and leather. The love for hexagons can also be found in their building designs. Cities in the Blackfly Empire will exist of tall, hexagonal buildings with tapered bottoms and tend to have spikes on them. These buildings will be packed together, so that the city gets a hive like look. Travelling trough the Blackfly Empire will give you an impressive sight of Dragon Empires' wastelands and swamps.

The "Fish Empire" is one of the two empires only recently heard about. Called the Greenwater Empire, and is protected by the dragon Fin. We have no idea yet on how Fin will look or what his "lifestyle" is, but expect something aquatic. The Greenwater Empire will have cities with Asiatic looking buildings that float on pontoons over the water. As one of the most advanced empires, they produce elegant weapons made mainly by using a lot of varnished wood with silver trim. The Greenwater Empire's climate is a mix of forest and alpine areas.

Last but not least, we have the "Woman Empire". The Empire of the Lady has a beautiful woman shaped dragon as her mistress, and she's called Lady Whitefoot. Her exact looks aren't known yet (the only two descriptions so far are "freaky and fun" and "looks like a human female dragon"), but she's quite an elitist. This is why the Empire of the Lady tends to be the most beautiful empire of them all, and the inhabitants tend to be elitist and proud. There aren't any good descriptions or screenshots from the Empire of the Lady yet, but it is said to look classical like the old Roman and Greek civilisations. Nothing is known yet about the equipment that will be made in the Empire of the Lady. One of the many mysteries in the Empire of the Lady is the climate, which is also still unknown.
