Just write it yourself...shouldnt be hard:
"We know there was a bunch of bugs introduced in the last patch, particularly the RP for res that we took out last time, but we cant be arsed to fix it because we are a pack of flakes."
Followed by a bunch of fluff and empty promises. Not to mention some poorly-done hype.

regarding the server limits and proposed solutions..
surely offering an incentive to join the lower population ones would be an easier solution?
An NPC who gives say, 50s, to a new player would do it.
