Think his name was Hjortr. He's in the back of the building next to stablemaster in Vasudheim.

You have to give them to Kathal, the "NPC" in Svasud.
He only spawn at 24:00 CET (tonight).
You will get the respec 7 days later
If he doesn’t spawn at that time he is probably in Tivoli (Copenhagen) drinking lots of beer at the beer-festival
