Jay walking (a stupid Americanism for crossing the road) is not illegal, it would be utterly retarded if it was.
But I agree, prison rarely works for minor crime and can often lead to further crime, the case in question was not a minor crime though and I can't see how anything but prison time can be used as a punishment, as for the story itself, well it's the Daily Fail so I take little of it as actual truth, the only truth is some chav beat up an old man for no apparent reason.
Minor crimes should be met with community service, if they don't attend, then send them to prison. However repeat offenders should be given jail time.
