What is minimum level for ML1?

What is the minumum level to get credit for ML1 steps? I did ML1.7 last night with my IceWizz (lvl 44) and didn't get it and I could swear blind I read somewhere credit came at lvl 40.

I've talked to the Arbiter because I have the full list of steps on /master.

I was definitely in the bg because I was a bg leader.

Could it be because it was my first ML step ever? (With this char ofc.)

No idea then. Have you tried doing another step? Or tried speaking with the Arbiter again?

If you haven't spoken to arbiter, you can't get credit for any ML.. found that out myself

The list also shows up if you haven't talked to the Arbiter fyi so better check again if you really talked to him.
