What Effects Mintrel's Casting speeds?

Hi, I was wondering whether intruments spells are affected by dex and toa casting speed bonuses? Will my flute mezz be faster with high dex and bonuses for instance?

Asked a simular Q awhile back, as Single Mezz is a song, it can't be made faster through dex, only AE mezz.

As for spd bonuses, I can't remember their reply to that
