do like i did.
Get the quest, Try feed him once.
Go exp or whatever.
Come back in the end of the day feed it again.
Go to sleep.
Get up in the morning (here i was able to feed it twice in a row)
Go to work/school or whatever
Come back home and get yourself a Chocobo license
