Question Weird Northern Chips Vid!

Ignore the fact that this vid is about chippies banning traffic wardens and skip to the last few seconds - the chippie puts some chips in a wrapper but then appears to sprinkle cheese on them and finally pours a ladel of thick very dark liquid over the top???

What the hell is that stuff - is it burnt gravy - it looks incredibly thick for gravy?

And cheese and ?gravy? on chips - is that for real - dont northerners like nice crisp chips - surely they go instantly soggy?

Any ideas?

not saying that vinegar is bad but chip shops just dont put enough or way too much on the chips.
