does weapon skill determine how much you are blocked/evaded/parried by targets?

if so, does it do anything else?
if not, what does it do?

ok, as a lvl 50 Celt Hero with 190 capped unbuffed str, a MP 16.5 dps wpn and only rr3 i have 1202 weapon skill

any1 care to share theirs because i never ever hit people unless they are stunned

Well my shade has 1312 buffed

Think most champs have about 1650ish selfbuffed if that helps ;/

With +11LW, RR6 and 257 selfbuffed str i think it is about 1300 but i know that with baseline buffs taking me to 307 str it is 1494 when i equip the legion LW sword that caps my LW. Next patch the 7 str might push it to 1500.

Unselfbuffed it is just over 1100.

Str will increase it but currently str over 300 doesnt count. Skill in your weapon also increases it as well.
