Warlord ML3 ability bug?

has anyone else noticed that Cowering Bellow, the warlords ml3 ability, is bugged since the patch? it used to be a very effective spell, nowadays 8/10 times it just completely fails to effect the targets.. or have i missed patch notes that say its been nerfed?

Can't find the scientific evidence anymore, but pretty sure I read somewhere that "Cowering Bellow" has been changed to be ineffective in PvE with patch to 1.68. Should still work on RVR pets though.
There is a big Warlord ML thread on VN boards, if you want to bother to dig it out. It was started when 1.68 hit the US, so it's a bit dated.
Message is if you have the luck to come across a star of destiny use it, except you're a Mentalist and can choose to gimp yourself either as Stormlord or Warlord.
