voice comms disable command?

Whats the console command for disabling voice comms altogether?

Also, where do I get the secret rocket launcher from on dust? Is it in one of the boxes?

I know someone knows what that voice off command is, maybe its an hl.exe command line option, but I know there is a way to do it I've just forgotten.
