It's explained in detail over at The Register however it seems that:
M throttled from 2Mb/s to 1Mb/s once over 350MB
L throttled from 4Mb/s to 2MB/s once over 750MB
XL throttled from 10Mb/s to 5MB/s once over 3GB

Glad I'm on Sky :D

Thought I'd noticed a bit of a slow down recently. I see it's only between 4pm and midnight that you are capped. Then it resets, which isn't to bad. But the download limits are waaaaay to small. It should be 3 GB for the 4MB and 10 GB for the 10 MB

You've got a misquote there. Those figures are for the period between 4pm and midnight daily. And the throttling applies only for that period. I think its pretty reasonable.

I'm got Sky TV (had enough of being overcharged and not getting all the channels on Telewest) & there broadband is doing me fine so far.

£43.50 iirc for All channel 6 packages (no sports or movies), 1x sky box, 1x sky+ box, broadband max.

Just off the website mate. Think I had to pay £99.00 for the Sky+ box though, not sure.
