User/avatar stuffs vert/horizontal on posts

You see how the posts here have user related stuff across the top of posts(well for me at least they do) how do you change it to down the side? Ie. what WHA looks like. Can a member do that personally or does it have to be global?

It was removed a few good months ago, actually it could have been when we went to 3.7.x if memory serves correctly.
