urgent tech prob: super fast cs in win2000

a friend of mine has a very strange problem in windows 2000. in halflife (sp
and multi) and its mods, and quake (hl is based on its engine so i spose the
problem starst ehre), he runs really fast. he is about 4 times faster than
normal, he can run and fire at a stupid rate. he doesn't have this problem
in windows98, but can't play on LAN cos he can't sort out his LAN on his cable modem
he has a voodoo3 graphics card, amd k6-2, 128mb ram.

how can he fix this?

It's a bug with the win2k timer resoloution or sumfink. head over to the technical forums at www.counter-strike.net. Should be some sound advice in there
