Uninterruptible speed on casters in RvR??

Hi,

Was in RvR recently nuking luri's and kobold casters, both above ground
and underwater - and somehow even though they are taking damage
(me sprinting & them sprinting (I assume)) they still manage to get away
faster than me and members of my group chasing them (and we have
caster speed on) - sometimes even when they have a sliver of hps left?!?

Any idea how they are achieving this uninterruptible speed ?

atm when underwater you dont lose speed even when at 1hp.. this gets changed in 1.71 so they wont be able to do for long.
