given the 8 hour login timer I doubt they'll cluster any server they don't have to - clustering a large server has far too much chance of pissing people off with that.

well from my own point of view i hope the don't cluster the servers,
well the english ones anyway, most night when i do log out from alb/excl i like to run around with my Champ and lvl a little bit. Sure it's taken me a long time but i know have a lvl 43 champ =)

I don't see why GOA would necessarily keep the 8 hour timer.
We have so many players who own multiple accounts and are able to log in to multiple realms on the same server simultaneously that I hardly think that being able to log off from one realm and log into another within, say, 30-60 minutes would be an issue.

They'd want some kind of timer to stop abuse, at least via in game channels.
An eight hour timer gives you eight hours to announce and organise a relic raid, for example. Though I'd suspect that anyone who wants to abuse this will by other means.
I'd be more concerned about the not letting any people choose another realm on another server on a cluster. This would mean (if Excal and Prydwen were clustered), that new players (or those currently on only one server) could only play on one realm on one of the Servers. It'd also mean that existing players couldn't change their realm on either server (if they had a character on either), without deleting all their characters on both servers.
