If it's a student house and it's just some crappy tv that was brought from home you might not be on the register as needing a licence. Only if the TV was bought new and whoever owns it gave ur shared address.

There are a few 'grey areas' with them which (as far as I know) have never been sorted.
1) You could own a television, provided it didn't receive an ariel input (either one bolted to the house, or a mini receiver). I knew someone who had a massive video (now DVD) collection. He told the council he didn't want the ariel, so someone came around and just removed the cable from the outside of the house. The TV inspectors hated him for that, as they stil had to come in and inspect the place for a mini-ariel.
2) For use with satelite systems. Sky isn't the only provider for this, and so long as you can show that you pay for a signal that doesn't have any local terrestrial pickups (I.E. anything from the UK). Sadly, its only useful for non english speaking watchers.
3) Games systems. Again, provided you can prove its only used on the games system, then they couldnt do squat.
However, they DO have a clause for people who use TV cards on pc's. Its a unit that can receive and decode terrestrial digital signals, and can display said signals as a visual format. So you do have to pay a licence for them, because you can receive and view the signals, reguardless of wether you have a TV or a Monitor.

tv licence is per houshold not per TV, and its an annual/monthly fee, not a one off purchuse, so regardless of whether the tv is new or not youll need a licence,
also stop being so cheap its like £10 per month thats £2.50 each
thats 1 pint
or maybe 2 for student scum

pft! I dont pay TV licence, not from UK, but we got kind of the same system here.
Except they changed it 1½ year ago to include people who has internet above 256kb/s because the biggest TV station decided to make their broadcast aviable online, so suddenly all with internet and no TV could only be so because they watched online (the idea of someone willingly choosing not to watch TV when they got the tools is not comprehendable for those making laws), so in theory, I should be paying TV licence, fortunately my internet is not registered, so they cant see I got internet and I dont have a TV
Before anyone say I am cheap, I just want to point out that TV licence is 1/12th of what I make annually, i.e. almost 10% Tax if I choose to pay it, for something I honest to god never use.
