ToA is partly underwater, but there are also islands.

I think this is somthing to do with the new patch Mythic are doing, tbh i can't be bothered to go check the patch notes cause i don't care much (but hey, i get to point out some people are wrong and get a +1 on my post count, so who cares ) but i think it has somthing to do with new areas/quests they planned on adding into the SI zones and the only way to reach them is by flying.
