tower upgrade problems

right, mid tower in Molvik
claimed it earlier, got it to lvl 10, lost it to the zer..er.. albs
finally got it back.. claimed it.. albs start trebbing it.. .set it to 10.. nothing happens
as the more observant people will of noticed, we kept dropping it to reclaim, but it still wouldnt go above lvl 1.
anyone know why this happens ?
only thing i can think is , its not 100% repaired at lvl 1, but i dont think that should affect it ?

if keep is under attack the upgrade timer will hold still.. then continue when keep is no longer under attack

cheers, dont suppose you know how long it has to be not-under-attack to start ticking again ?
its been perma 12-mins-to-upgrade since it was first retaken

oh well, thats one way to sort it
