Even ignoring the expansion GOA have 3 patches to get through first.

As 4 to 6 months lag is the going rate for translating the patches into english I have a hard time believeing anything before feb 04 for 3 patches + expansion.

Possibly a little longer because ToA appears to add more content than SI.

Well gold for Mythic means the graphics are 99% done so the patch on the day TOA goes live will be 'reasonable'

Doesnt mean its anything like ready yet

Then again, SWG used the same excuse when it went gold, except it wasnt anything like ready for day 1 either
