To write a script or to write a short story?

To any peeps out there who have an idea, or to those who have an opinion, i present you a question.

If one wants to create a world that would be a base for a movie, would it be more efficient to write directly into a script or to write a short story/book and then use that as a basis for a movie?

Short Story - Because its a short story which sets the scene/environment for your story, you can freely elaborate on this.

If you have a script it's a bit more specific .

Sorry, I cant really explain what I mean, but I think a short story is better.
